With reference to your secret (2) despatch

of 19th May, 1939, regarding the rates of pay which

should be provided under section 12 of the Hong Kong

Volunteer Ordinance No.10 of 1933 for members of the

Hong Kong Volunteer Defence Corps on mobilization, I

have the honour to transmit for your information an

extract from the minutes of Executive Council dated

14th June, 1939. The same point was raised with some

emphasis in a speech made by Mr. M.K. Lo on the

second reading of the Compulsory Service Bill at a

meeting of the Legislative Council on 27th July, 1939,

and I forward accordingly a copy of the relevant part

of this speech together with a copy of the Colonial

Secretary's reply thereto.
